Strategic Management of Human Capital in Public Education

Improving the strategic management of human capital in public education is a necessary and powerful strategy for improving classroom instruction that ultimately leads to better student outcomes. This project seeks to improve the quality of teaching and learning in K–12 classrooms by radically improving the strategic management of teachers and leaders in the largest 100 public school districts in the nation.
A task force co-chaired by a governor is working to
(a) create a network of leaders reengineering human capital management systems in public education,
(b) document the nature and impact of innovative human capital management systems in several districts and states,
(c) establish strategic management of human capital as a prominent issue on the nation’s education reform agenda, and
(d) identify and disseminate local and state policies to support strategic human capital development in public education.
