Although public schools are legally obligated to provide language development services for students classified as English learners (ELs), parents have the right to waive these services. Little is known about ELs who opt out of such services, despite increasing waiver rates. This exploratory study examines the extent to which parents of EL students waive language development services and investigates whether there are student and school characteristics associated with waiving services.
